Locally-hosted language-learning AI you can talk to comparable to Pingo AI?

I recently tried Pingo AI (trial form) but would rather set something up locally instead. The language I'm trying to learn is Swedish but learning is hard without lots of verbal practice, which AI lets me do. I can't really justify paying for Pingo now plus would really like to see how the technology works. I want to set something up that handles Swedish and lets me read, write, and talk to it verbally. If you know of any tools available for something like this please let me know.
